• removed userdel/groupdel as per proposal; closes #0002623
• moved configuration file(s) to %_sysconfdir/%name/
   (default webalizer.conf became webalizer/apache.conf, you
    may need to update cronjob)
• added vsftpd.conf
• reshuffled data dir somewhat (shouldn't touch legacy data)
